Thinkstream, Inc. awarded state contract to provide mobile data solution designed to improve troopers safety
Baton Rouge, LA, October 23, 2008 – Thinkstream Inc., a national leader in the development of criminal justice technology, announced it has been awarded a contract by the Louisiana Department of Public Safety and Corrections to provide an advanced mobile data solution that will improve the safety of state troopers.
The project will enhance the trooper’s decision-making capabilities and safety by offering instant electronic access to criminal records before approaching a car, crime scene, or individual. The solution will also provide electronic report writing and messaging applications, giving troopers in the field the ability to submit incident reports and citations, receive emails and instant messaging and broadcast alerts.
“By sharing information in real-time and improving on their ability to collect and record evidence, these state troopers will be empowered to improve every aspect of their performance and safety,” Thinkstream President and CEO Barry Bellue said.
The project is a top priority for the Louisiana Department of Public Safety in its effort to enhance and modernize its data system. The agency chose Thinkstream, Inc. because it was confident the Baton Rouge-based company had the experience, technology and ability to provide the best mobile solution to fit their needs, Bellue said.

One of the advantages the company brings to the project is the Thinkstream NCIC/NLETS Switch Client, a solution that connects integrated criminal justice networks with law enforcement message switches and allows officers the ability to search criminal records stored in the FBI’s National Crime Information Center’s (NCIC) and National Law Enforcement Communication System (NLETS) databases as well as access to the Louisiana Civil and Criminal Information or LACCIE Network. The LACCIE network developed and implemented in partnership with Thinkstream, Inc., supports over 600 criminal justice databases at the state, local and federal levels and allows Louisiana law enforcement agencies and officers in the field who participate in the network to access criminal information instantly and simultaneously from their desks, vehicles or handheld devices.
Thinkstream already provides and supports the Louisiana State Police’s Law Enforcement Message Switch (LEMS) which allows web access to state criminal histories, hot files and mug shots in FBI databases and national records supported by NCIC and NLETS. The information (i.e. - criminal histories and background, fugitives, stolen properties, missing persons) assist law enforcement in apprehending fugitives, locating missing persons, locating and returning stolen property, as well as in the protection of officers who encounter the individuals described in the system. The state troopers will now have access with mobile and PDA applications, Bellue said.
“These services are invaluable in responding to situations from everyday incidents in the field, investigations and coordinating efforts in a crisis,” he said.
