Multi-jurisdictional System will provide rapid and effective emergency response through the Regional CAD Interoperability Project (RCIP).
The RCIP Solution will deliver:
- Advanced situational awareness for optimized emergency response
- Interagency collaboration, communication, management and sharing of data and resources across the region.
- Streamlining of the 911 dispatch process

Managed by the San Luis Obispo County Sheriff’s Office, Thinkstream successfully deployed and operates the County’s Regional CAD Interoperability Network that integrates the dissimilar 9-1-1 CAD systems spread throughout the region. The network provides an organized method of coordinating regional public safety resources (fire, EMS and law enforcement) and has reduced response time, increased personnel efficiency and increased resource management to and from regional dispatch centers and the field.
The network provides the secure exchange of real-time public safety information and includes interconnectivity with the State of California through The Department of Forestry and Fire Protection CAL FIRE, locally and Sacramento, CA. The system enables collaboration, situational awareness, messaging and timely distribution of critical incident information by providing a method for fire rescue, EMS and law enforcement CAD systems to manage and share data and resources during response incidents that affect the region.
Thinkstream deployed and operates the San Mateo Online Records Exchange (SM-CORE) as an integrated criminal justice network for regional justice interoperability. More info...
Thinkstream and SM-CORE tie together data and users across organizational boundaries and resolves the technical difficulties associated with routing communication, searching and updating multiple systems, mapping and translating data from disparate sources, security, and user management.
The Thinkstream solution enables real time execution of “federated query” searches and messages without requiring centralized aggregation of information. Authenticated users are permitted to search the local County, State, Federal and National databases in the criminal justice network simultaneously looking for a vehicle, driver’s license, person and other criminal data using Thinkstream’s Patrol and Desktop ICJIS applications. Data is quickly brought into an easy to read and summarized view. The network interconnects 21 dissimilar records management systems (RMS) including the San Mateo Sheriff’s Office, all Police Departments countywide, and further includes the San Francisco Airport (SFO) PD.
