Integrated Jail Management System
Thinkstream's statewide inmate tracking and emergency classification system, give all law enforcement agencies the ability to share and access local, state and federal information about an inmate. The experiences of the law enforcement community following Hurricanes Katrina and Rita led to a real need for a standardized tracking and evacuation system that would protect the public as well as inmates.
The ITEC system prevents the backlog and misidentification incidents of relocating large numbers of inmates during an emergency because it allows the secure exchange of data between agencies on demand, in real time, he said. "This ensures the safety of the offender, staff and public," he said.
Thinkstream Integrated Jail Management System features:
- Managing statewide inmate populations – The Thinkstream solution will provide up to date inmate occupancy information at a state level and at a facility level.
- Release schedules – The system will provide the sentencing information and the release date as supplied by the local and DOC systems.
- Inmate comparisons: State vs. Parish - Population information will be separated by Gender and DOC inmates (i.e. State Custody).
- Determine jail space availability - Each facility will return contact information and occupancy information for the facility, for each pod, down to Cell and Bunk information including who is currently assigned to a bunk, their arresting charges and any alerts. It will also be possible to navigate deeper and view medical information, property information, approved visitors, victim notification information, drug history, etc.
- Move inmate records electronically - The network will be able to create an internal document, which contains much of the prisoner information specified in the above bullet point. This information can be forwarded to other users as part of a transfer request.
- Prisoner transfers - The Workflow engine will track all current and historical transfer requests initiated from the Thinkstream system.
- Prisoner transfer request - A Prisoner transfer request can be sent from the requesting agency, the receiving agency or even a 3rd party. The request will contain prisoner history and arrest information. The request will be sent to the receiving agency for approval or rejection. Either decision will be sent to all other parties involved.
- Catastrophic event transfers and evacuation - The user interface will provide the ability to automatically categorize all inmates at a facility by gender, special needs, violent offenders as well as sex offenders. The user can then view facilities with vacancies that qualify for the inmate transfer(s).
- Inmate background checks - This feature will be supplied by performing a query against the existing CJIS system.
- Medical - Medical Summary and Drug dependency information, obtained at the time of arrest, will be made available from the arresting JMS system will be sent along with the Prisoner summary. See the appendix A for a complete list.
- Education - Prisoner education level. The system will support the collection of this information and any internal training programs.
- Discipline - This will include everything from cell transfers to additional charges/arrests.
- Arrest record and disposition matching – The system will compare arrests using all sources (local, DOC, CCH) with known dispositions and supply a matching algorithm to produce a consolidated record. The logic to match will be flexible, but will include dates, times, names, and known record identifiers.
These applications provide any state the ability to know when local inmates are sentenced to D.O.C. and manage their jail transfers by knowing medical, sentencing, and previous incarceration history.
